The 48th National Women’s Convention
‘The world safe and happy for women!’
- Korea united with women’s power! -


The Korean National Council of Women 48th National Women’s Convention was held successfully at Coex Auditorium on October 30. At the National Women’s Convention presided by Secretary General of Korean National Council of Women Song-Hee Moon, the curtain was open with the marching in of flags of 64 member organizations in the midst of applause by 1,500 women leaders and VIPs from all over the nation.

At the Grand Debate on the theme of ‘Korean safe and happy for women’ presided by Professor Mi-young Oh of Media Image Advertisement Department of Gachun University, 4 lecturers presented papers on and discussed the issues of elimination of various kinds of violence against women such as sexual violence and domestic violence, promotion of women’s political representation, creating jobs for women and achieving balance between work and the family.
Congresswoman Hyun-Sook Kim intensively dealt with the current state of pursuing national policy tasks in the field of women and family. Especially, the women’s policy of Geun-Hye Park’s administration is focused on four strategies of women who confidently is recognized for ability, society where women can give birth to and rise children comfortably, recovery of healthy family function, and society safe for women. Ultimately, it is to build the Republic of Korea of happy women, happy family, and 100% happy Republic of Korea, and for it, not only the government but the women’s organizations should concert their efforts to actively support the efforts.

Professor Hyung-Joon Kim of Myungji University said the spirit of the era at the local election next year that can remarkably change the paradigm of Korean politics of daily lives is the realization of de facto gender equality, and emphasized that to realize such a spirit is to remarkably promote the representativeness of women. And he proposed, “Actual measures should be sought to promote women’s representativeness by expanding women’s political participation in the local election next year. Many women’s NGOs and opinion leaders should actively lead activities so that women can take broader interest in political and society as a whole.”

Senior Researcher Duk-Kyung Yoon of Korea Women’s Development Institute explained about the task to prevent domestic violence, and emphasized that prevention is very important more so than post fact measures. There should be various efforts, such as a paradigm change to separate the perpetrator and let the victim remain to strengthen the initial response to domestic violence, laws should be revised, education should be provided from childhood to prevent domestic violence, education support system should be consolidated, the police should receive domestic violence education as requirement, empathy should be formed regarding domestic violence by activating public interest advertisement broadcasting, survey the state of domestic violence, and prepare the measures for the local community to participate in expanding family culture.

President Jung-Sook Kim of the Korean National Council of Women expressed her concern for the abolishment of political party nomination at the 6th basic local election in 2014, since political party nomination contributed positively to expanding women’s political participation. She urged that it is necessary to form effective strategies and seek plans of action to remarkably increase women’s participation rate. And she emphasized that strong social safety network should be built so that women can enjoy safe and happy life from various kinds of violence against women. Finally, she said women should unite and take initiative based on many opinions and ideas from the discussions, and the Korean National Council of Women will play the central role in it. 

After lunch, there was the Part II Commemorating Ceremony. As President Geun-Hye Park entered the Convention site to encourage women leaders from all over the nation and to congratulate the 48th National Women’s Convention as women applauded and chanted, the atmosphere reached its peak. After the National Anthem and the Declaration of the Opening of the Convention by Chairperson of the preparatory Committee (President of Seoul City Council of women), there was the opening speech by President Jung-Sook Kim. President Jung-Sook Kim said, “In order for the first women President in history, President Geun-Hye Park, not only the members of the Korean National Council of Women but all the women leaders of the nation should concert their efforts,” and said, “I hope this National Women’s Convention could provide solid foundation to realize a society of gender equality where every woman is free from various kinds of threats of violence and realize their full potential as the subject of their own lives.”

It was followed by the congratulatory speech by President Geun-Hye Park. President Geun-Hye Park who took the podium amidst ardent applause and chants said, “Now women’s potential capacity and talent should be actively utilized for social development to further promote national competitiveness.” She emphasized that “Women’s safety and happiness is the beginning of people’s happiness, and only when women are happy, the family is happy, and only when women can achieve self-realization through work, people’s happiness would grow as much. The new government would have a strong will in the future as well to eliminate crimes against social weak including children, women, disabled and elderly. And the government will make active efforts to realize balance the work and the family to realize women’s dream and hope and to contribute to national development as well. Focused efforts will be made on expanding women’s jobs including part time jobs, and child care environment will be continuously improved so that there won’t be discontinuity in experience.”

It was followed by a performance where 1,500 women leaders who participated in the Convention all standing up, stretching out the handkerchief saying “Korea becoming One, with the Power of Women!” and adopting the resolution together. The participants through the resolution read by Myung-Sook Sung (President of Korean Nurses Association) and Hyun-Sook Kim (Chairwoman of the 48th National Women’s Convention Publication and Advertisement Committee), resolved in one voice to revise relevant laws and prepare the system to support women’s economic participation and balancing family and work, to build strong social safety network for women’s safety, and to concert efforts to develop women’s talent and strengthen capacity to achieve 50% participation in the 2014 local elections.

As President Park left the site in hearty applause, there was a video play showing the major activities of the Korean National Council of Women and the history of 54 years. Next, awards were given to those who made efforts for social development and promotion of the status of women exercising excellent leadership in various fields of society during the last year. The awards were granted in the order of Kim Hwal Lan women’s leadership award (President Dong-Soon Park of Busan Mother’s Green Movement HEADQUARTERS), Yongshin Service Award (Lady Eun-Hye Hong), Woman of the Year Award (Pro Golfer In-Bi Park), and Excellent Local government leader award (Governor Joon-Young Park of Jullanam-do, Mayor Chul-Hwan Lee of Dangjin City).

- Kim Hwal Lan Women Leader Award:
  An award given to a woman leader of excellent leadership to realize gender equality
  and for political, economy, and social development of women in commemoration of
  Dr. Hwal- Lan Kim who was the first president of the Korean National Council of Women
- Yongshin Service Award:
  An award given to a model woman who has made great contribution to the nation,
  local community and women’s development in the spirit of sacrifice and love in
  commemoration of Lady Yong-Shin Choi who is the heroine of the novel 『Evergreen Tree』
- The Woman of the Year Award:
  An Award given to a woman who embodied the image of a modernwoman leading the age
  with excellent capacity in each field of politics, economy, society and education, etc.
- Excellent Local Government Head Award:
  An award given to the head of a local government who made great contribution to form a woman
  friendly city where women are safe and happy and to promote women’s rights and status


After the Awards Ceremony, there was a great performance by Mezzo soprano Seung-Hyun Choi, Baritone Kyung-Joon Park, and Korean National Council of Women Ambassador in Honor InCielo, President Jung-Sook Kim closed the event by the closing speech, “Thank you for women leaders from all over the nation who cooperated to the end so that the Convention could be successfully completed. I look forward to seeing you again after working hard in each person’s field until the next year’s Convention.”
